LOTO, Inc was founded in 2010 by Denise Maul, who serves as the President and CEO. Denise has extensive experience with four agencies in the Intelligence Community: Office of the Director of National Intelligence, National Geospatial-Intelligence Agency, Central Intelligence Agency and the Federal Bureau of Investigation. This broad experience exposed the need for federal intelligence customers to retain critical talent in an ever-changing contracting environment. LOTO was born out of a desire to provide a more meaningful work environment to high caliber talent – in turn leading to loyalty and consistency for federal clients. Linking Opportunities to Others is both a name and a mission statement. We want to create a space in this industry that provides and nurtures the best talent for the those hard to fill and retain positions.

Denise Maul, President, and CEO

Denise is a true native to Northern VA – having lived in Fairfax, VA since she was 6 months old. Denise attended James Madison University and as a side job while attending college, Denise was a successful Cutco saleswoman and learned the power of creating trusted relationships through customer referrals.

She graduated from James Madison University with a degree in Integrated Science and Technology with a focus in Telecommunications. She currently resides in Fairfax, VA with her husband Craig and two young children. Her parents and three siblings and their families all live nearby in Fairfax, VA as well.

Denise earned her Master’s in Business Administration from George Mason University in the evenings while working fulltime at Lockheed Martin. During her final year, she got the “small business bug” during a Technology Entrepreneurship class where she created a comprehensive business plan and presented her “company” to a board of investors. With this experience in mind a few years after receiving her MBA, and the help of a business mentor and friend, LOTO Inc was officially founded with an initial contract supporting the ODNI in 2010. Since these early beginnings, LOTO has grown into a trusted partner in the intelligence community. Her philosophy is that running a company is not just about the logistics and the bottom line – it’s about caring for employees so that they have the foundation to thrive in all aspects of their life.

Bob Voldish, Executive Director

Bob was born and raised in Woodbury Heights, NJ. He graduated Summa Cum Laude from Widener University with a bachelor’s degree in Mechanical Engineering. At Widener he served as President of Alpha Sigma Lambda, was a member of Phi Kappa Phi, and received the Dean D.B. Arnold Award for his significant service to the University and Student Body.

He currently resides in Sterling, VA with his wife Eleanor and special needs son Gregory. Two married daughters, Sharon and Lisa, live nearby. His oldest son Bobby is also married and lives in Corolla, NC. Bob has five grandsons: Tommy, Matthew, Nicholas, Jacob, and Cross.

Bob’s professional life began as a Technical Writer for the Westinghouse Nuclear Turbine Division. After a successful 15-year career there, he joined GE Aerospace (GEA). Based in Valley Forge, PA, he was the lead System Engineer for the Data Extraction Segment on DMA’s Mark 90 Program. In 1987 Bob relocated to Virginia to lead a new GEA contract with the CIA.

Over the following years, GEA merged with Martin Marietta, which then merged with Lockheed. Throughout this period, Bob was given high profile Senior Program Management assignments of increasing responsibility and complexity across the Intelligence Community (IC). After retiring early from Lockheed Martin in 2005, Bob continued to support the IC. He held various leadership roles for small companies (DCCA and ICES) and large companies (BAE and BAH). He joined LOTO in October 2020 and now serves as a Project Lead on the NSG Radar Ground Program.

Bob’s Hobbies include Civic Service. While his children were in school, he supported their Schools’ PTOs. He’s now doing the same for his youngest Grandsons. He was elected President of his Homeowner’s Association (HOA) in both NJ and VA and served on an HOA in NC. He was picked to serve on two state level Boards: Virginia’s Parent Education Advocacy Center, and Northern Virginia Project Graduation.

Bob’s leadership philosophy is simple: always ask questions and listen carefully to the answers. When mentoring young engineers, he shares this Proverb. He who asks a question may seem ignorant for a moment; he who fails to ask a question remains ignorant forever.

Senior Director Process Improvement and Business Growth Tom Millman

Tom is honored to be the Senior Director for Process Improvement and Business Growth at LOTO, Inc. In this position he has been able to apply the leadership and communications skills he learned from 35+ years in the U.S. Navy and Intelligence Community. He enjoys walking around and talking to LOTO teammates just to see how things are going and to find out how he can help.

Born and raised in Wilmington, DE., Tom grew up playing a variety of sports including baseball. During a game, he was approached by a representative from the U.S. Naval Academy and asked if we were interested in attending the school. Tom’s life changed after that.

Tom graduated from the U.S. Naval Academy and then served on the USS Juneau (LPD-10) which supported the cleanup of the oil spill from the Exxon Valdez in Alaska. He attended the Naval Post Graduate School (NPS) where he changed his career path to Meteorology and Oceanography (METOC).

Tom’s career after NPS included a tour in Naples, Italy where he supported NATO. He worked at Naval Air Systems Command in Patuxent River, MD. where he was the catalyst for the first-time integration of machine-to-machine Navy METOC into a weapons planning system. His final tour in the Navy was at NGA where Tom provided support to the relief efforts for Hurricanes Katrina and Rita. During his Navy career, Tom transitioned to a focus on Acquisition and Systems Engineering while earning his PMP and INCOSE certifications. Tom retired after 21 years in the Navy.

Since retirement, Tom has continued to provide support in positions with various levels of responsibility. He worked for Scitor where he was the lead for a team of 10 and led the effort for a successful Milestone B that provided authority to proceed into development for a Major System Acquisition. At SAIC he was the program manager for a 60+ person Acquisition team and then led a team of 20 at a location with a dynamic and high tempo.

Tom lives in Northern Virginia with his wife, Shaila of 30 years. He and Shaila are blessed with two wonderful grown children. One lives in Paris, France and the other in Tampa Bay, FL. He is an avid reader (Leadership, fiction and history), sports enthusiast (Golf and running) and enjoys spending time with his family, which means trips to Florida and Paris. Tom’s military awards include the Defense Meritorious Service Medal, Meritorious Service Medal and Joint Service Commendation Medal.

Senior Director of Employee Engagement and Corporate Culture, David Cho

David was born in the Republic of Korea (ROK) and migrated to San Pedro, CA when he was ten years old. He and his wife Suzi reside in Northern Virginia with their eight children (six biological boys and an adopted set of fraternal twins).

David graduated from the University of Southern California (USC). While pursuing his BS degree at USC, he joined The Navigators ministry and became one of their spiritual advisors. In this role David has supported the Navigators mission “to know Christ, make Him known, and help others do the same.” He has spoken at many colleges, traveled overseas to speak at gatherings small and large, convened various conferences, and presented Navigators training sessions.

Shortly after becoming a Microsoft Certified Systems Engineer (MCSE), David accepted a position as an IT Director for a non-profit organization in Washington. He was at work during 9/11. The events on that day resulted in a career change for David manifested in David responding to a job posting in a Church bulletin seeking an Enterprise Architect.

The job was based out of the Pentagon and involved supporting our warfighters by working for the Joint Improvised Explosive Device Defeat Organization (JIEDDO). Following this assignment, he continued to support DoD agencies at the Pentagon as a Project Manager and Program Manager. David joined LOTO in June of 2022 to fill a key role: Senior Architect supporting NGA’s TAED Office.

In addition to his passion for supporting the DoD, David has a variety of hobbies and interests. Most noteworthy is the amount of time he spends driving his large family in their 12-passenger van to various sporting events, community activities, and church functions.

David is honored to be serving as a Senior Director for LOTO. This is an excellent opportunity for him to model his servant leadership philosophy: “Instead of the people working to serve the leader, the leader exists to serve the people.”

Business Administrator, Michelle Sunga

Michelle has over 20 years of experience in Business/Finance and IT Administration. Originally from Northern Virginia, and recent empty nesters Michelle and husband Allan moved to Central Florida. She and Allan are blessed with two adult children. Michelle enjoys spending time with family and friends, which means frequent trips to Virginia. She loves traveling, cooking, biking, going to the beach and now with newfound hobby Pickle Ball.
